Try a different testing station. There is no way they have set it up properly if they are reading 97% and as you say it does not make an appreciable amount of visible smoke. 97% is what comes out of a coal fired steam locomotive. The Powerservice and biodiesel will help with emissions not the other way around.

I don't know... In my opinion, yes... I think they must be setting up the test wrong, but I don't know how to prove that. They say that they are doing it the way they are supposed to, but it's really hard for me to believe that my jeep is really putting out that much smoke. I don't see any smoke. I'm only doing the 25mph dyno test as well. It goes on the dyno, they put the thing in the exhaust and then I plug the other thing into the cigarette lighter. And off we go. I hold it at 25 mph for a little while. Then test over... Then, "Sorry, you failed... Again."

If you're not getting up to proper operating temperature, that certainly would cause both low mileage and extra smoke. And you most certainly do need to make several WOT 0-60 runs on the way to the testing station. I've noticed that if I've been driving gently for a few days, the first couple times I floor the go-pedal, I get noticeable smoke, but then it goes away for the next ones.

My 1986 Ford F-250 passes the opacity check and it surely smokes more than any CRD I have ever seen!! Can't believe that something isn't wrong with their test equipment. 97% opacity is highly unlikely.

Our state just enacted new emmissions procedures for 1996 and newer diesels that eliminates the rollers and opacity tests- now the shop just plugs into the computer, checks for EGR, Cat and muffler. As long as your check engine light is off you pass.

Breaking News...

Since I was doubting the validity of the test, my wife took it upon herself to call the department of ecology. So she talked to a guy there and told him the situation and the test results that I've been getting and he immediately said, "91%... That doesn't seem right. We actually have one of those Jeep diesels in our fleet, and I know they don't have that bad of emissions." So then he said that he's going to look into the test procedures and parameters to see if anything is wrong there. Then he also said he would go ahead and waive our test for us so that I could go get my tabs.

So there we go... Problem solved... I got my tabs.

Now I'm just wondering if there's really anything wrong with my Jeep, or if it was all just bad test parameters... I'm still going to do a new thermostat because my temp gauge is reading low. But at least there's no immediate rush to do it right now. I'm also planning on doing some new boost hoses, the ORM and the EHM.

So thanks for all your help. I guess I'll find out in two years if I still have problems getting through emissions.

Ya the 97% opacity really doesn't make sense, I just chalked it up to them using some non standard method for measuring it.

In any case it sounds like your good for now. I'd recommend getting the Samco hoses for replacements over OEM. And doing the EHM and ORM for your daily driving duties.

I don't recall seeing what your miles are, but don't forget that the timing belt needs to be changed at 100k.

Also, don't be a stranger, even casual reading of the CRD forum is a great education.

I think I am going to get the Samco's. I'm definitely leaning that way.

As for the TB... I just hit 72,000. So it's coming up, but I'm not quite there yet.

And I won't be a stranger, I've also got an ABS issue I need to work out. So I'll be here, looking up some more info on that.
