On page 5-33 of my internet manual,it says"the parking break can not be adjusted" but then on the same page it says"the cable tensioner once adjusted at the factory........"

Have a look at the KJ section on jeepforum.com, someone has recently posted the same question for a 2002 KJ.
I had a problem with my 2002 CRD from new when the parking brake would keep going slack. Every time it went for a service I asked the dealers to adjust the brake....eventualy just after I came out of warranty

they replaced the parking brake lever mechanism inside the cab and it has worked fine since. This mechanism has a spring wrapped around it which seems to act like some form of one-way clutch and something in that area stopped working.
