It "used to be" 3 engine rebuild set of parts. Factory, you have the "0" (aka no hole). That 0 refers to the size of the head gasket, piston rings, bearings, etc that is the factory (the "new engine" size).1 and 2 refers to first and 2nd rebuild. Then, as your engine gets wear and tear, and you start loosing compression, you start rebuilding it. One of the components that you rebuild is the cylinder head. Rebuild consists in re-doing the bottom of valves seatings jn the head (if necessary) and making sure the bottom surface are perfectly plane (during the life of the engine it is possible that some slight deformations and imperfections to develop in the cylinder head, in other words is not as plane as it was new). Usually this "fix" is done by a machine shop. Since your cyl head will be a little shorter after the machine shop is done with it, you will need a thicker gasket, hence the 3 different sizes.
This is what I know, and also for cars that don't have sleeves for the cylinder, there are 3 sizes of piston rings, etc.
