I am experiencing something similar with my 2005 Jeep Liberty CRD Limited (see my thread about it:
viewtopic.php?f=5&t=74930), and I wanted to find out a little bit more about your symptoms.
1.) When you wrote "surging", what do you mean? In other words, does the engine idle alone surge high/low (when you start it cold) and then return to the normal baseline idle after it's warmed up? Or is the surging a physical movement as well ... like when you come to a stop (while the transmission is in Drive) and then the "surge" is pushing against the brakes, while you're stopped?
If does in in park and in drive. when its cold. I need to check and see if its doing it in neutral.
It acts like I'm drive like a girl that is always on and off the throttle.
2.) Does the surging occur when the vehicle is in Drive only, or also in Neutral/Park?
Park and drive.

3.) What might have precipitated this (meaning, what work might you have had done to the vehicle recently, or any changes in the fuel/fuel line)?
Not sure as its started doing this about a week after I got it.
4.) What do you mean by "cold," (meaning is it 0 degrees outside when starting running the vehicle, or simply that the engine hasn't warmed up)?
cold is between 35-45degs
