The county where I live in North Carolina only does the Safety inspection on the '05 CRD Liberty (same as required for OBD-1 in NC) and does not require the emissions test though they do perform a visual inspection to make sure all factory emissions components are in place.
My 2000 Ford E150 along with the '06 Jeep Liberty 3.7L (donor) both get the Safety inspection and the Emissions check.
I am not sure what is going to happen in December when the '05 KJ is due for inspection again and rolls in there with a registration saying that only the Safety inspection is required and then they open the hood and find the 3.7L gasser.
Can't swap the '06 vin to the '05 body since that is illegal here. If I were swapping a body or frame (if it had one) then yes I could legally swap the vin to the one that goes with the frame or the body but not for a drivetrain swap.
I am keeping the clear '06 KJ (donor) title and all vin plates like I do with any other Jeep that I part out just to cover my a** in the future. Lets say I sell the '06 body and it gets completely rebuilt and ends up getting stolen at some point...I then take the '05 in for service at a dealer (never going to do that again) or in for inspection and the vin they pull from the computer flags it as being from a stolen vehicle. I am sure that would be the extremely unlikely worst case scenario but I just like to keep myself out of possible situations like that.
I am going to sell the '06 KJ shell for parts only so maybe someone can use the roof, quarters, and whatever else they need to rebuild a rolled or rear-ended KJ.
Almost forgot the mileage difference is going to be a big red flag when it gets inspected since the '06 has less miles than the '05 but I am pretty sure I can put 2500 miles on the 3.7L odometer before inspection is due.
