If you are still throwing P0299, have you REALLY checked your hoses and intercooler for leaks? It's not the kind of thing that you can necessarily find just by putting your mouth on one hose and blowing.

Do something like this
http://www.myturbodiesel.com/wiki/boost-leak-tester-leaking-turbo-symptoms-how-to-fix/ and see if you have a leak, maybe one that only opens up at higher boost pressures.
