Comments: 1. did you bleed the filter head by pumping the primer, cracking the nipple, closing the nipple, repeat or by just cracking the nipple and pumping. If the former good but if the latter there is still air in the filter head. 2. yes the fuel rail is dry and it will take some bit of cracking to pump back up. You can speed things up slightly by cracking the fuel line to #4 injector and running a few BRIEF cranks until it leaks fuel; tighten that fuel line back down and see if it starts.
Yep diesel really hate to run out of fuel but back in the day it was worse. My 1993 Dodge Cummins diesel owner's manual could be summarized by get the fuel station; purchase some diesel; return to vehicle; pour fuel into tank; pump the stupid little primer lever; however don't expect this to work so while at fuel station call tow truck.
