Ok so I got it back later yesterday. $1250 later...
Front break pads replaced
Front rotors resurfaced
Lower left ball join was worn out and was said to have caused uneven tire wear, that was apparently the wub noise I was hearing, so ball joint replaced and tired moved to back so it can wear normal again. I can still hear the sound from that tire :/
Replaced emergency break shoes and spring.
Free up cable cams (this soaked a bunch of time cuz they were rusted to doo doo)
So now the breaking is smooth and the ghost boat has gotten way lighter

Still not to snappy off the line but I assume if I do the plugs that will help.
They also did a pressure test on the cooling system and couldn't find any leaks.
Next steps for me, plugs. I've never done anything like that so it should be an adventure
