Turns out under the distribution center cover f17 and r38 are both labeled fuel priming. The 10 amp fuse in f17 was burnt out. After a visual inspection ( basically everything except for the plug on top of the tank ) I popped in a 15 amp fuse because I didn't have any 10's and the pump started up and seems all good. 15 amp should be good for now; if it blows it, I would looking for problem!
The in-tank pumps do not have a history of any failure problems. They are pretty robust!
If it is pulling too high of amps, there must be a reason.
