A salvage yard ,but it would be a lot of labor just to remove that part unless someone had already broken down an engine. You might contact VM Specialists in the UK that is a Salvage/ Breaker company to see if they have one available..
If I ever get around to pulling my engine since it is already down to block one would be available but that will be at least a year with my current schedule.
Something to consider : there was a post recently (I believe from BillyBob who is in South Africa) that the US engines and maybe others use a different pin for timing of the harmonic balancer than export models. Perhaps yours may have been pinned in wrong position if it was removed for service or repair of some sort. Regardless, make sure it gets timed and pinned correctly on reassembly.
