If you must use a hook of some sort, why not use something like this?

Right on the ad for that product is says "Not For Recovery".
Basically, the things you need to be prepared for in a recovery situation is for a hook to come unhooked and for a strap to break. So the ways to fix that are:
1) use a strap with loops and no hooks. If the strap breaks, only the strap comes flying at you. If it comes unhooked, still only the strap comes flying.
2). If you need to use something to attach to the vehicle, use a clevis or a closed-hook. If the strap breaks, the hook should stay with the vehicle if it is securely attached. The strap can't come unhooked unless the clevis fails.
3) As somebody else mentioned, ANY time you use something other than a strap when recovering, put a jacket or weighted bag over it. If the strap comes loose, that should keep the hook from flying. That really only works when the hook/clevis/metal thing are in the middle, such as when attaching two straps together.
