Mine fills with dirt and debris already since m fenders are open in the front above my turn signals, but now without the liner, the opening is much more apt to fill with stuff. I definitely want to bolt them down and if I filled them with foam stuff like you mention, getting them off would be a real issue. I hated the look of the wheel well liners, still do, but they worked and I'm just not in the mood to deal with installing them metal replacements I mentioned earlier.
