IIRC, they use 15mm bolts and a ratchet and socket will do the trick.

According to these (Mopar) installation instruction you don't have to remove the bumper. But I have heard other say that you do.

Here is a link to the instructions:

Is it a complete set including hardware, particularly the "M" - bolts ?

i can only assume it has m bolts...

"This is a front set of 2 black 5,000lb capacity tow hooks for the 2002-2006 Jeep Liberty .These tow hooks securely mount to the frame and are fully tested for durability and load capacity. These are OEM parts. Cannot be used with a brush guard. All mounting hardware and instructions are included.

Slapped mine on with some metric sockets...took about 15 min to install. I just had to shave off the opening under the bumper with my dremel.

I bought mine used w/o M-bolts and had to do sillyness. With a new kit and basic of tools, you should have no prob!

I got mine from the factory after I got the jeep and I had to take the bumper off.

I have yet to do a mod where there was no sillyness involved. The one I am in the middle of is included (Als upper A rms). Probably just my own Polish luck though.

i tried today using the instructions http://site.justforjeeps.com/guide/82206124.pdf and was unable to get them in. there isnt enough room for my to affix the nut to the m bolt and certainly not enough room for me to get a torque wrench in there. any ideas? do i need to remove the bumper and, if so, how do i go about that?

This is how you remove the bumper:

http://jeepkj.com/forums/viewtopic.php?t=323

But you shouldn't need to with the M-bolts, If you got the M-bolts "threaded" in there just lift the hook up and start the nuts. You should be able to get a torque wrench, or any other 1/2" or less ratchet in there assuming your jeep is an 02-04.

my torque wrench is huge- the only way to fit this guy in there is to take the bumper off =/

do the nuts on the mbolts have to be at the specified torque as per instructions or is tight via normal wrench good enough?

IMO, you don't need to worry about torque values too much here. I would just crank them down as tight as you feel comfortable with. This is what I did and they are fine. You could even hook a strap up and pull it just to see that they don't move. Hope that helps.

I used an extension with just a regular rachet. a union joint? (can't remember what it's called--lets you go at an angle) helped too.

The job's much easier if you can get under the Liberty and do your ratchet work from behind the bumper. (Can you jack it up enough to sit under the engine?) You need small hands to tighten those 15mm bolts from the front with your bumper intact. I got mine halfway on before shredding my wrist and giving up; I had a dealer finish the job. They did it for free in 30 minutes. I stood right there with the mechanic and saw how simple it really was when coming at the bolts from under the vehicle instead of in front of it. Must be nice to be able to stand up under your Jeep. Those hydraulic lifts would make everything easier!

i was using rhino ramps to get the jeep up, so it was up an extra 8" or so.

i could get the nut on the single bolt and the front most nut on the m hook but couldnt get the rear m bolt on for the life of me. i have large hands that dont work out too nicely in that small space =/. i tried a swivel ratchet as well as an extension and couldnt get the nut to take on the rear of the m bolt.

the dealer did it for free? would other places do it you think? maybe pepboys?

I remember what I did now, we had a wrench that had been broken in half(dont know how the heck that happened). It was the perfect size to fit in there and tighten those bolts. It would of been awesome to have a set of those ratcheting wrenches. 8)
