ok guys, the front bumper on my sport is faded so i picked up some duplicolor primer and grey bumper paint.i already sanded lightly with fine grit sand paper.my question is ,will dish soap and hot water be enough to clean off the oils and dirt before i paint.or do i need to buy a chemicl cleaner like denatured alcohol?

Wash first with Dawn(works the best) dish soap then use a chemical cleaner.Denatured alcohal will work but automotive wax and grease remover is better, skip the primer and use adhesion promoter instead, the bumber paint should have adhesion promoter in it already but spraying on some more will make sure it sticks.Primer is unnecessary step for what you are trying to do.

All the major automotive paint manufacturers do,just look for a automotive paint supply store(sometimes the bigger Napa stores will have it to).PPG is the most widely avaible that I have found,it runs about $12 for a qt bottle and has many other uses like getting the old wax off your vehicle before reappling a fresh coat of wax.
