How often should a vehicle owner change their break fluid? When I say “change”, I’m talking about an actual “flush”? I’ve read that some people bleed their brakes as often as every 60,000 miles.

It's not really about miles, but rather time. Brake fluid starts absorbing water from the air the moment the cap is opened from the bottle. It is advisable to flush the fluid at least every 2-3 years. There are test strips that you can get from the auto parts store to test for this. But if it is discolored at all, that is a sign it needs to be replaced. I went almost 4 years before flushing it in the CRD, (do as i say not as I do) and at first, it almost looked like Sunkist orange pop coming out. Not a good thing.

Some manufactures state every 2 years, some don't really state and change interval. Most automotive repair shops have brake test strips that measure copper content which is a sign of corrosion which you do not want.If if fails the copper test it's time to flush the brake fluid. It has been found that water in the brake fluid is not as much as a concern as the corrosion that it causes.

You can get the same strips that most use, there pricey though.

Mind quoting that TSB, because 36K is too soon for a disk replacement, and 36,000 miles might be too soon if you drive 20K miles a year. Obviously if you live in a humid climate, you may need to do it every year, whereas like me, where the humidity rarely gets abouve 10%, you could go longer.
