clicking noise, kind of sounds like a relay, inside the dash. It doesn't seem completely tied to anything except turning the wheel, but it isn't something rubbing, its 100% some electrical part. Anyone else experience this?

Heard that in a couple different GM cars and pickups over the years. Never had anyone could tell me what it was, though.

I do not know of any relays behind the dash....unless a previous owner added something like an aftermarket immobiliser.
Turning the wheel winds/unwinds the clockspring.... possibly there is a break/short in the clockspring that is causing some electrical component such as a relay to turn on/off! :?

Billwill there's the relays in the back of the PDC, not to mention the radio choke relay. What your probably hearing is the a/c relay or radio choke. I can hear mine all the time coming from behind the knee panel. Took me awhile to figure out what it was

Yep I know about those relays on the back of the Junction Block/BCM but that is not what I call "inside the dash"...the radio choke relay is a possibility though!

The A/C relay is in the box under the hood.

My Export model does not have a radio Choke Relay.

I spent a lot of time stripping down the dash of my 2002 Export 2.5 CRD to try find a rattle there...turned out it was not in the dash but was coming from the engine compartment...the Waste gate of the Turbo was rattling....my RHD 2.5 model has the Waste gate sitting there just in front of the steering wheel

Don't you love when that happens. I a similar game when I had my YJ for about 6 months. I'd hear a random clunk and I could feel it through the floor board. Turned out the seat was taken out and one side of the slider was a notch ahead of the other, which made it sit slightly crooked.

I hear the clicking noise right before the ac compressor kicks on in my KJ, possibly something to do with the actuators?

Well the Ac Clutch activating does make a discernable "Click" as it activates so that is normal and the AC does cycle ON/OFF periodicaly even if the AC is not selected. You can pull out the AC relay from the box under the hood to see if the noise dissapears.
Of course you would not expect the AC clutch to continually engage/disengage...that would point to some problem. :?
