I would suggest you contact your local police and see if there is anything they can do to help you. Perhaps the officer you speak to would be willing to make a courtesy call to her and explain that you are not interested in any further contact with her (electronic, telephonic or in person) and if she proceeds to contact you or drive by your residence with no legitimate purpose that you will be pressing criminal charges. In order for the officer to do this, you should be willing to take the next step if she doesn't comply with the "courtesy call", i.e. sign a deposition and complaint against her which will result in her arrest or criminal summons to court.
Not sure if your problem has reached this level, but this is how it's handled in my neck of the woods. Hopefully the police in your area can help you solve this problem as well. An arrest doesn't always solve the problem, especially with someone who may be a bit mentally unstable. But speaking with the police should have the desired effect on her if she has even the slightest of sensibilities left about her.
Also, once this situation has been documented by the police (which they should do if you call, regardless of whether or not you ask them to) you may have an easier time with getting an order of protection against her. And yes, while that won't literally keep her from coming around of calling/texting you, it does provide one more layer of consequence that will in most cases act as a deterrent.
Along with all that, you must make a concerted effort of your own to avoid any potential contact with her. Saying you aren't changing church's because you were "there first" is kind of juvenile and shows you may not be totally committed to solving this problem. You should be willing to do whatever it takes, within reason. Hopefully your viewpoint has changed in that regard.
I would start with one final, very firm and very clear "not interested, never will be, very sorry, don't want to be friends either, do not call me or text me anymore". Follow up by un-freinding and blocking her on Facebook. Follow that up by telling her that the next time she initiates contact with you in ANY way, you will be going to the police. Follow that up by letting the pastor and/or another of her friends or family know how you feel about this and what your intentions are. If necessary, follow all that by actually calling the police.

Do what Prospect said..........because she could go to the police and claim YOU are stalking HER if she is a couple of bricks short of a load and then YOU will be in trouble. Then you will have already established the fact that SHE is stalking YOU.
