Yes.

It doesn't. It uses a PCI system instead. CAN is introduced on the KKs after 2008 I believe...

I only have experience with my TJ. It has an actual plastic gear for the speedo calibration. Are you saying the Liberty uses electronic sensors instead of gears? How do you get the Liberty re-calibrated to read correctly?

It's called a "Pinion Reset" different models have different ways to set the speedo, older ones you tell it "wheel revs per mile" newer models you only have a choice of tyre sizes to choose from. The only way to change this setting in the ECU is to get it done at a dealer with their scantool.

There are after market components that can be put inbetween the speed sensor and the ECU but seeing as how you can just get the setting keyed staight into you ECU those extra components seems like a band aid instead of a real fix.
