I have E range Maxxis Bighorns on stock wheels. What's the lowest "safe" pressure I can go in these?

Depends on what rims you have.If your running 7" wide rims you should be okay to go down as low as 10psi,8" rim I wouldn't go lower then 18psi.You could go down to 3psi if you had a light enough vehicle and beadlocks, better to have double beadlocks(doesn't matter how wide they are) like the Stauns and Hutchinson beadlocks.

I'd run about 14-15psi personally since you still have the 7" stock rims.
