Get yourself a good Automotive Short Circuit Tester. It connects in place of the fuse and pulses the current while you use a meter to run along the wiring harness to find the exact location of the short to ground.
First step is to look at a wiring diagram and see what all the fuse feeds and where the wires go.
There are some good YouTube videos showing how to find a short using the below type tools.
