So i'm trying to get the center dash panel off to install a new stereo in my 03. Is there a fastener in the cig outlet at the bottom holding it all in or am i missing something??

There is a screw to the left of the cig ligther right in the center of the storage compartment. Take that single screw out and the whole panel will pop off with a tug. It will be hard to pull off the first time. I will try to post u a pic.
