its a battery monitor with "hypergrounding" which is essentially reinforcing the ground wires between your block, ecu, frame, etc..

hypergrounding fixes issues more than it improves performance ( though theoretically it can improve performance)

what it helps do is improve the quality of grounding, sometimes it removes or lessens dimming of lights at odd times, improves stereo sound ( with big systems) and theoretically can improve the quality of spark to the plugs...

but....

snake oil...
