So a jeep parts dealer in town has a junk Crd motor he says. He sold it to a company in Florida and when he got the core back he was just going to junk it. So I told him shoot me a price. He never gave me a price but it looks to me that the turbo is just junk. The motor spins free and has compression. Thanks

Core value, what ever it is.
Offer him ~$200 see if he takes it.
Better be ready to bone up ~$500.
Lots of Liability if he tries to part our a non running engine.

That's what I figured bit with only 60000 miles I figured there would be some good usable parts. You never know I might just build it up and have major hot rod liberty

He is being an idiot. Either he doesn't have any idea what he will get out of it from a scrap yard (hint: LESS than $200, I know b/c I personally scrapped my own CRD motor) or he is hoping YOU don't know how little a 'scrap' engine is worth.

Tell him point-blank: Scrap prices are 9 CENTS per pound right now. Call it 10 cents to make his math easy. The engine block weighs 300 lbs, WITH the head and accessories. If it doesn't have the head, you are down to 250 lbs.

He is looking at getting between $25 and $30 for that engine, you offered a fair price for an as-is-where-is item with no guarantees of anything or warranty. If he isn't willing to deal with cash money (show him a pile if you want) then forget it, he isn't willing to deal at all.
