(sorry for my lack of terminology) The part above the fuel filter, that has the bleeder and primer, its making a nasty noise when you turn the key on (before and after starting the motor itself) Id describe it as a fan like noise. The motor runs drives fine, just making that noise. Tried to bleed it nothing came out.

I ordered a whole new unit but just wondering if anyone had input. Thanks!

Howdy Turbo - Welcome to LOST

might want to start with the Noob guide
http://www.lostjeeps.com/forum/phpBB3/viewtopic.php?f=5&t=54207
lots of good information and links in there.

generally that part that the filter attaches to - is called a Fuel head (although a couple of older Diesel folks have said Fuel Manager)
the new unit fixes a significant problem - so it's a good idea (and comes with a new filter)

The only moving parts on that are the manual pump and vent valve - so in order for it to be making a noise - you'd have to have a huge air leak (the entire fuel system is a vacuum - from engine to tank) and I doubt that it would run.

I suspect the source of a 'fan like noise' is the other side of the engine - specifically the turbo hoses.
if you haven't put in a Provent or EHM (Noob guide) then the interior of your turbo hoses are coated with oil and they will fail - occasionally with a pop, sometime with a slow split starting at the bottom - generates a air whistle - still runs - but less and less power as the leak gets bigger.

Update: Seems to be in the liberty diesel throttle control valve body

Commonly referred to as the FCV (PN 5142799AA) which has an internal plastic gear that tends to strip out which is probably your noise. I know you can remove the butterfly with no harm but what I don't know is if you can open the unit up and remove the gear. If others say that's ok then I'd do so.
