Is he sure it's the overboost code and not an underboost code? It sounds like he has a split boost hose. A while back I had a split in my hose (you have to actually pull the hoses and really inspect them good. My split was on the under side.) that goes from the intercooler to the intake and mine would do the same thing: you would start to give it throttle to go and it would start to go and then you would hear "pshhhh" and it would lose power.

First thing I would check is whether the turbo vanes are stuck.

Try removing the boost hose at the ACV and the turbo outlet, plug and put about 5 to 10 lbs air in and see if it holds. Be careful if you put a beer can in the acv end with too much pressure, it shoots out of there like a rocket! If that holds, then time for a Italian tune up or drop the exhaust down pipe and spray some easy off in the turbo outlet exhaust side, button her up and give her a good run to free up the turbo vanes. I have done all the above and still runs great. I wrapped my arm with plastic wrap and wore safety glasses while using the Easy Off oven cleaner, stuff is nasty.
