Two possibilities to check:
Could you have a Charge Air Cooler (intercooler) leak causing the low boost pressure. Some have found a crack in the plastic end tank causing a leak and fixed the crack with JB Weld or similar product.
Possible problem with the turbo vanes boost controller or maybe a hole in the plastic tube that runs from the boost control solenoid over to the turbo vane control diaphragm.
Can be tested with a simple hand held vacuum pump like a MightyVac.
I remember reading on here about one person who found a small hole or crack in that plastic pipe where it runs under the coolant reservoir and it was inside a protective cover... It uses vacuum to control the turbo vanes and if there is a leak the turbo vanes will not open up enought to produce full boost pressure...
Let us know what you find....
