Is it ok to spray the shaft thingy with pb blaster or will it damage seals? New MAP sensor cleaned old one and have egr disabled via unplugging sensor at air cleaner box.

Which shaft thingy?

If the problem is under boost, the vacuum solenoids might also be bad.

A disabled EGR valve won't help if the EGR valve is stuck open.

On turbo there is shaft goes up and down right to get vanes in proper position. Could it need a little oil, there is vacuum in filter

I guess it couldn't hurt to spray some lube where that linkage meets the little lever on the turbo.

Here are some easy tests you can do:

With the engine running at idle, pull the vacuum line off the turbo actuator and feel for vacuum in that line. Vacuum should be high.
Reconnect that vacuum line.
With the engine still running, look down between the turbo and engine where the actuator linkage attaches to the little lever on the turbo. Pull off the vacuum line and watch the lever drop. Then reconnect the vacuum line and watch it pull up again.
If there is very little movement of that lever, then the vanes in the turbo are stuck.

Also, the large vacuum solenoid with the filter attached to the bottom of it, listen carefully to it. If it's buzzing loudly it should be replaced.

EGR valve could still leak if it is faulty.

I know my MAP sensor reads slightly high. If I check my MAP on TorquePro with the Key on and the engine off, it reads around 880 mbar. My cell phone's internal sensor tells me 800 mbar which is what it should be at 6500' above sea level. So it is possible you MAP sensor is just not right whether its clean or not. You could check with a bluetooth OBD unit and android phone.

To add to what others have already stated; just because you have the EGR disabled by unplugging the MAF sensor does not totally eliminate the possibility of the fact that the EGR valve could be leaking by or partially stuck open and you are loosing boost through it.
The only sure way to eliminate any possibility of leak-by is to install a block off plate in the exhaust feed tube to the EGR valve or even better yet, totally remove the EGR valve, EGR cooler, and FCV by installing a Weeks elbow kit. Removing the EGR Cooler also eliminates several potential coolant leak points along with removing the EGR Valve and FCV cleans up the left side of the motor by getting rid of all that junk!!!

Demintions for the block off plate are on this forum at: http://www.lostjeeps.com/forum/phpBB3/viewtopic.php?f=5&t=76576&hilit
If you just install a block off plate, nothing else is required and you can put your MAF back in service to eliminate any DTC's.

If you install the Weeks elbow kit, most also install one of the do-it-yourself tunes to eliminate the DTCs that will be triggered by unplugging and removing the EGR valve and FCV elbow.
The DIY tunes & instructions are available on this forum at: http://www.lostjeeps.com/forum/phpBB3/viewtopic.php?f=98&t=78418&hilit
