I must admit I had no clue what this might mean. So if you are as lost as I was go here http://www.thefreedictionary.com/wop Now that I have educated myself  I must say I like it Quite original.

Being of Itilian decent I can tell you it's "With Out Papers"  Imigration officials would hang a sign around the neck so they would know how to processed us/them. Nothing derogatory was intended.
