The rubber boot is torn down by the rim that would be the stem right?
Yes. The "right" way to do it is to pull a new stem through from the inside using a tool that fastens to the tip near the core (pliers work if you're careful). You don't need to take the tire or wheel off, but you do need to break one side of the bead to get a new on in there to pull the tip through.
You MIGHT be able to put a new stem in from the outside with a deflated tire by wiggling it around till it slides in through the hole, but chances are you'd damage it in the process and the piece of mind of having it done right is worth the 20 bucks a local tire shop will charge you to do it.
Be glad it's not a TPMS. I thrashed mine on a rock at Coal Creek TN last month and am waiting for the next balance service to see if I can get them to mount the new one I bought for cheap.
