The Viscous Heater is only supposed to come on to help heat the engine. Removing the fuse will disable it. Not sure if it will throw a code. It is also supposed to help maintain the engine temp when it is cold. I have maintained my engine temp at 190* in 20* F weather and never needed the VH. It does help the engine to warm up quicker and gives you heat faster in the winter. Most likely your thermostat is bad and the VH is running because your engine temp is too cold.
If your thermostat is bad, and you operating temp is around 150-160* F it will be running a lot.
Where is your temp gauge at? Mine was about 154* F. Here is a Pic (thanks GDE) The drawn in needle is where mine was always sitting (154* F according to scantool.

If your thermostat is bad I have a brand new one in the box from Jeep I will sell you for $75 (cheaper than you can buy it). I have since modified my thermostat housing and installed a 192* thermostat in my modified housing so I don't need the new Jeep one.
I also sell the modified thermostat housings with the 192* thermostat for $100 plus shipping. The advantage is you can choose your temp you want to run (192* F recommended by GDE) ann it is also easier maintenance in the future to change a thermostat because you do not have to unbolt the whole housing from the block and disconnect all those hoses again - Just remove 2 nuts, replace thermostat - Easy.
There is a refundable $100 core charge if you do not have an old housing to send prior to installation. That way I can send you one ready to put in and you can send me your old one and get your core money refunded.
