Oh puh-leez, the police here in the US can and will and do pull people over all the time because the people in the car are perceived to be suspicious. Racial profiling of drivers by police was all over the news a year or so ago. Law enforcement agencies all over the country have admitted to the practice and even defended it. For those not familiar with the term, "racial profiling" is when non-whites are pulled over for no more reason than that they are in a certain place at a certain time and appear to not belong there.
The couple of other things to remember and keep in perspective regarding Iceland and the .05 BAC: 1) Iceland has a near-epidemic problem with alcoholism. To illustrate that point consider: Iceland has, at 800 per million, the highest per capita number of Alcoholics Anonymous chapters of any nation on earth according to AA... and 2) At $2,202 per capita Iceland spends more money on public health than any other nation on earth.
