NOThis test is preformed entirely from the radio end of the coax. Hold the red lead to the center tip and the black to the outer screw. If the antenna is shorted the power from the center will show back to the outer.

no continuity from tip to sheild of coax with or without antenna connected. I didn't get the measurements from that, but I test a few other things:
Resistance from base to tip of antenna - both were 0.5ohms, same as from end of coax to tip of antenna. I tried removing interference from the roof, and I even tried opening the hood. With the hood open, the 4 foot antenna still tested fine and the 3 foot still sucked.
I tried C-Clamping the antenna mount to a roof rail and running a ground wire. I couldn't get either antenna to tune well up there, though.
I added a ground wire to the hood mount, but it made no difference.
I can get the measurements of tip-to-shield at the radio end of the coax tomorrow morning it's worth looking at. I'm pretty close to stumped.
