An old trick to bleed surge tank style systems: Remove/loosten the pressure cap and let it run (you may have to start with a cold engine). Not uncommon to see air pockets burp out, one at a time through the fluid in the surge tank. Have also had systems where I had to leave the cap loose and take a short drive to get things moving.
