I think the jist of this is that they are trying to outlaw either offroad vehicles themselves or the driving of them. From what I can tell this is the result of "the too many skids on the ground" which I can only assume is referring to something like "too many offroad tracks and environmental damage".

Those in the area should definitely sign the petition if they want to keep their freedom to drive.

<i>The world of the excursion is deeply shocked by the circular signed by Mrs Nelly Olin, Ministre for Ecology and the Durable Development, September 6.
