As long as you can gt it fastened to the metal cross member of your bumper it should work. Good luck on that. metal sub frame cross member is a good 3/4 of an inch BELOW the plastic. Many others have tried to fab something like this. If you do, take plenty of pics on how you do it.

I just went measured and the width of that TJ light bar is 31" and that would fit great right in the middle of the bumper. I will definetly try it but it will be after I buy my new OME HD rear springs.

you wouldnt want to attach that directly to the metal cross member since it sits well below the level of the plastic and the tubing is angled up from the mount point. if you could get or fab some sort of vertical extension with the same hole pattern to attach to that mount plate an place under the plastic to reach the cross member, that could work out pretty sweet i think.
