Ah blast, I have a small correction. We pay a fixed amount per litre of fuel, not a percentage. It comes down to 50 cent per litre of diesel and 78 cent per litre of diesel. CO2 taxes amount to 5 cents per litre of anything. On top of the tax and the real cost of the fuel comes the VAT at 25%. Yeah baby!
This means, for diesel we pay $1.03 for the real fuel, $0.50 in tax, $0.03 in CO2 tax and then $0.39 in VAT. Total cost $1.95 per litre! Yeah multiply all those numbers by 3.78 if you want those prices for gallons.
Please remember too that Denmark is self-sufficient in oil. We got to drain the north sea, and we even export some of our oil to neighboring countries, STILL we pay that tax. Incredible.
To then answer your question: NO. Roads are paid by the government in some areas (highways, freeways) while all other types of roads are paid either by the local county or by the private person. But don't worry, we pay between 48% to 71% tax on income, and 225% or 75% tax on cars. There should be money enough!
