Ok so here I am ( finally ).

have a look at this about the tensioner / idler wheels:

I think your tensioner might be jumping up and down due to constantly different strain on the belt because the alternator pulley isn't doing it's job. The jumping up and down has nothing to do with the idler weel, that only makes a scraping / scratchy noise when the bearing is out.

Try the pulley first. See if your tensioner get's better.

I was wondering if that might be possible. I'll change the alternator pulley first and see what happens.
