My guess!!! is that something was added or modified to allow for descent control.

Descent control still reads speed from tone rings. I'm assuming those tone rings were added to the outside of the axles inside the backing plate, under the parking brake shoes, since that's the only place that makes sense to me (unless it's a 3 channel system, which would make ZERO sense with the stability control and traction control)

Basically, I'm under the assumption that the ABS, ESP, and TCS are reading from the same tone rings in the '06+ models like they do in almost every other vehicle that has those features. I don't need to know WHY they were added, but where they were and why it would affect axle shaft length.

Like ARBSeth said above, there has been no problems with the ARB air locker (to his knowledge) installed on the 06 and 07 models. This knowledge is based on the fact that ARB has sold many air lockers for the KJ world-wide. So that's a good thing.
