The guy who did this was installing the fog light kits from Mopar. He said the instructions showed which wire was to be tapped in to the headlight wire. It was the switched ground. So, you just need to cut that wire and ground it directly and permanently (to the body) and you're done.
My 1993 Eagle Talon was the same way. I found the wire in the relay and just grounded it with a 4" jumper. Worked great.
I may do this when I put my ARB on.
I saw that too Adam, and took apart half of the Jeep tracing down wires and couldn't find anything. Then I took out the FSM and read up on how the fog lights work. Apparently everything is controlled via the computer. It didn't say anything about the fog relay using the brights as a ground. I even did the best job I could tracing down wires in a wiring diagram and it looks as if everything plugs directly into the BCM.
Also I believe the factory Mopar fog lamps install a little bit different when you put them on after the fact, because they don't hook into the BCM. In the factory setup there is a direct wire coming out of the BCM to the fog lamp relay. I forgot which pin it was, but I remember looking it up.
Finally, I ended up searching all over the web for more information and found some guy with a WJ. He basically described it in the same way and said how he by-passed the BCM.
However, let me know if you find out differently or a trick we can do. I think I just might give what you said a try and run a constant ground for the fog relay and even the fogs to see if that does anything. It sounds promising. I'll let you all know if something turns out.
