Now, some times you can fudge when doing something such as valve lash or injection pumps, but only on certain engine. either spend the money and invest in the tools or have some one do it for you, because in the end, it will be cheaper than buying an engine.
Been there done that, small bore gauges, a micrometer, some steel, and a lathe is all you need to make the holding pins.
To be honest, it will take more time to draw them up with CAD than make them after taking the measurements off the engine.
