Been there, done that.
Whether you are locked or not, the key to getting up and over is momentum. Doesn't mean you have to have the pedal to the metal, but at least enough speed to maintian adequate momentum. As you found out, once you stop it's all over and even lockers won't help in a steep incline on loose medium. If you can't safely back down, take a strap at that point or winch, as you will just dig in spinning your tires.

I'm not saying gun it like a maniac bent on destruction, just go hard enough to get you over the top. I guess i just have a different mentality when it comes to wheeling
IMO next time you hit that hill, give it a little more gas in the begining, mass x velocity = energy, and the more energy you have going into the obsticle the less you have to generate during it.
