Does that Model Year of CRD have a variable-vane turbo? It sounds to me like if it does, then the vanes are stuck in the high-speed position, requiring more RPM from a stop to spool up than if the vanes were operating correctly. If I'm not mistaken, the vanes are opened and closed by a vacuum system, thus gmctd's suggestion to check the vacuum pressure. Also take a close look at the small filter connected to the vacuum solenoid, in our North American CRD's it is behind the airbox. If you look behind the airbox lid, it hangs down, and looks like a in-line gasoline (petrol) filter for a lawnmower.
Check out this thread gmctd did for an up-close and personal look at the turbo from the '05-'06 model year CRD's. Compare his to your turbo to determine a difference.
