After a day of pain this thing is now only flashing two codes p0299 turbo under boost and p1252 vacuum solenoid code. The boost actuator is disconnected but the arm that goes into the turbo is stuck tight it appears to be in the middle of its travel there is about 1/4 th of an inch between the stop and the arm. Two cans of sea foam were dumped into the drivers side CAC hose and sucked through the intake. A lot of smoke and soot later and it will now rev up to 3500 rpms. I think the turbo is the problem. 103000 mostly highway miles very steady driving 65mph, maybe is not good for these CRD jeeps. Any ideas how to free up the turbo?

A lot of steady-speed, steady-rpm driving will cause soot to build up around the actuator vanes of the turbo and inhibit their movement. My only thought, short of disassembling and cleaning the turbo, is an Italian tune-up. Take that with a grain of salt, though - if you have other issues besides stuck actuator vanes, it could detonate the turbo rather than burn the soot out of it.

(Italian tune-up = some hard acceleration. I.e., with the engine warmed up to normal operating temperature, get to a wide open freeway and FLOOR IT. Also you could get on the freeway, set your cruise at about 83, then disengage the cruise, slow down to 60, then hit the "Resume" button and the trans will downshift 2 gears and go WOT back to 83. If it is successful, you should see some smoke/ haze behind you from the tailpipe.)

This is most often connected with a dirty or non-functional MAP sensor. If you haven't already, clean the MAP with chlorine-free brake parts cleaner or with diesel fuel. Other possible causes include, but are not limited to: the turbo actually not putting out enough boost pressure (connected with your other code) a clogged intercooler if it has not had the CCV disconnected or Provented, a small split in one of the CAC hoses (removal, cleaning with soap and water - or replacement - is the only way to be sure short of an obvious fail), or an EGR/ FCV failure not allowing enough boost to enter the intake.

Thanks the map sensor has been cleaned. We used big bath electronics cleaner, I hope that will not hurt the map sensor. I have located another sensor 140 bucks. The vacuum solenoid appears to be working. I am trying to get the vanes to free up if I have any luck it will fix my problem.
