I for one would find that hard to believe. mostly the 5000 miles part. Seeing would be be believing. Also you could not fix it in PA and get a clear title as if it were new and never wreaked that is a bit misleading. In my state a vehicle that was sold as salvage and repaired to like new would get a title that was branded "Reconstructed". Such a title is not as good if you are going for resale value but if you were going to repair it and drive it untill it was used up then it makes no difference.

Why would they total it if there were only $4000 damage? That isn't enough percentage.

I'm really suspicious of anything that starts with 'This is not a scam'

that said - it looks like a lot more than $4000 worth of damage - heck you can get $1000-2000 with a crunched bumper - but I'd ask Sir Sam for an opinion - he's dealt with fixing a rollover.

I was just going by what he said, 1500 parts, 2500 labor. He said he paid 11K for it. That's almost what it is worth non-wrecked. I agree if will take more than 4K to get it back in shape.

I had a 91 Jetta Turbo Diesel that I bought and built, and obtained a salvage title. Some states it is easy, in Illinois it is easier to get a Federal Firearms License to manufacture machine guns, than to get a Dealers License to rebuild salvage cars. After my wife drove it for 8 years, I drove it for another 7 and it had over 250,000 miles before the Salvage title made no difference in the trade in value. I sold it on Craig's list for what I asked for it.
If you want to keep the CRD for a long time, fixing up a salvage vehicle is a good deal. If you want to fix and flip, better talk to Sir Sam the expert, plus be in the right state.
Good Luck
