Every manufacturer says that. In the real world filters get filled up with fuel before you put them on. Fill through the outside holes and you'll be fine. Most guys don't even do this. More re-inventing the wheel going on..

I think it just makes sense. Jusr follow the shop manual and do the priming directions.
