I noticed that when my compressor for the AC or i have the defroster on that the RPMs with surge up for about a second then go back down, does it at idle and when driving i can feel it and watch the RPM gauge go up about 400 RPMs then back down about every 20 seconds maybe and you can feel the compressor kick on when it does it, anyone else have this problem and fixed it? its really starting to bug me

A little fluctuation is normal, check for all the possible loss of power problems like dirty MAP sensor, dirty air filter, fuel air leak, bad battery putting a load on the alternator, or bad EGR. Any of these little problems will cause the engine speed to go up and down more.
Good Luck.

Would the EGR still cause a problem if I have MAFS unplugged? I clean the map sensor every oil change which I just did a couple weeks ago, and I have auxillary lift pump so shouldn't be any air fuel.

It's the ac kicking in and out. It does it when you have defrost or feet selected.
