So I plugged in my Tripp Lite PV375 in to the front cig outlet like any other cold day, then plugged in my g/f's heating pad for the back/legs, like any other day, and within 5 secs, it blew the fuse in the fuse panel, not the outlet or Tripp Lite fuse.
So what gives???

Why should the inverter fuse go? The problem wasn't in the inverter which is what the fuse was there to protect. Obviously, you've exceeded the circuit limit and the fuse blew... which is what fuses do. If the inverter is regulated, it will draw more current when supply voltage sags.
