Won the lottery, and by won the lottery I mean I walked in and let the person in front of me get their permit, then got mine and walked out of an empty BLM office.

A snowstorm had come through about a week prior and had dropped a fair amount of snow, as you can see the wave was half covered in snow and the road out was pretty near impassible late in the day, early in the AM it was still frozen so it wasn't bad at all.

The condition of the road had scared off quite a few people, but in any case I probably would have gotten a permit since it was just a slow time of the year(january if I recall)
