The 250W pad is kinda lame. I know - I have one. It gets the oil decently warm after a few hours, but you have absolutely no heat from the vents like you do with the stock block heater.
As for being more efficient, it's actually less efficient. Low power use does not equal more efficiency. After all half the pad is touching the oil pan, so the other half of the heat goes to the air. If you really want a good heater, go with the coolant circulating type.
