Remember that AC is an option: on a car with AC, the compressor is where the PS Pump is in your picture; then, the PS Pump mounts on the right side in front of oil filter and is driven from the second pulley (no tensioner on 2nd belt in that configuration).

Interesting comment on the AC vs PS, that makes quite a bit of sense.
